It was in 2004. I've not kept abrest of developments, but that's the word from a trusted source. Note the word 'enforce', though. As far as I've managed to figure it the teachers and admin manage to get away with it for the same reason shops can put up those signs about searching your bag; the right words from the right source makes people believe it.
